三 | 鉴于台风“梅花”将严重影响我国，根据《国家防汛抗旱应急预案》有关规定，国家防总于9月13日12时将防汛防台风四级应急响应提升至三级，并对台风防御工作作出安排部署。国家防总要求沿海相关省份坚持人民至上、生命至上，进一步压实防汛防台风责任，按照预案及时启动或调整应急响应，切实做好船只回港避风、人员上岸避险、风险隐患排查、危险区人员转移等防范应对工作，确保群众生命安全。目前，国家防总办公室派出的2个工作组正在浙江、江苏两省协助指导地方开展防汛防台风各项工作。浙江省防指已启动防台风二级应急响应，江苏、上海、福建等省市防指已启动防台风四级应急响应。
